IMPORTANT INFORMATION ABOUT YOUR FSA/HRA
DEBIT CARDS: Debit Card
Usage at Non-Medical Merchant Category Codes
Effective January 1, 2008, the Internal Revenue Service
guidelines no longer allow you to use
your FSA or HRA debit card at non-medical merchants, such as retailers, grocery
stores, wholesale clubs, etc., unless the merchant has
implemented a special system called an Inventory Information Approval System (IIAS).
Merchants who have this system can continue to accept these debit
cards for payment of merchandise allowed for reimbursement under
your FSA or HRA. The IIAS will deny use of the debit card
for merchandise that is not eligible for payment by your FSA or
HRA. Therefore, you will no longer have to send in receipts
for these debit card purchases.
If, however, you obtain your eligible medical
items* at a merchant who does not implement an IIAS by January 1,
2008, your debit card will not be accepted after that date.
You will be required to pay for your eligible item, complete a
reimbursement request form, attach the appropriate documentation,
and send the form to us. For your convenience, please review the most current listing of retailers who have or
